Malcolm X I believe is credited for this quote. Those that do not have a belief system of their own that they feel strongly about, that they would stand up for their beliefs in the face of adversity, tend to believe anything they are told, and change what they believe with each popular idea that is thrown their way. "Fence sitters" is a good way of describing these people.

So, "stand[ing] for nothing" implies that you have no strong beliefs about important things. "Fall[ing] for anything" means that you will accept any ideas as true because you have none of your own to hold it against.

The participants involved in this pact were God and Israel. The covenant was made with Israel and not merely with Moses as a representative of Israel. This is clearly brought out in Exodus 19:3-8:

3And Moses went up unto God, and the LORD called unto him out of the mountain, saying, Thus shalt thou say to the house of Jacob, and tell the children of Israel;
4Ye have seen what I did unto the Egyptians, and how I bare you on eagles' wings, and brought you unto myself.
5Now therefore, if ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine:

The Promises of God

The Promises of God

For all the promises of God in him are yea, and in him Amen, unto the glory of God by us. - 2 Corinthians 1:20

 

Standing on the promises of Christ my King,
Through eternal ages let His praises ring,
Glory in the highest, I will shout and sing,
Standing on the promises of God.

Standing on the promises that cannot fail,
When the howling storms of doubt and fear assail,
By the living Word of God I shall prevail,
